Allow tech companies to issue flow-through shares

The Conservatives have proposed allowing tech companies to issue flow-through shares to investors.

These shares allow the company issuing them to incur eligible expenses up to the amount invested by the shareholder, who can then write off these expenses as their own. This is most useful when the company is in a non-taxable situation—where deductions are not meaningful—and is looking to raise funds.
